Mr. Topor provides research, analysis, and strategic insight to DCBA’s clients on matters of health care and business law and policy. He has analyzed existing and proposed legislation, regulation, and policies on behalf of health industry companies and advocacy groups, and performed extensive legal research, analysis, and writing for the firm’s clients.
Prior to joining DCBA, Mr. Topor was a legal editor at Bloomberg BNA for over 9 years, and reported extensively on legal matters relating to health care, with a particular focus on Medicare and health care fraud matters. He also reported on commercial real estate litigation and legal developments, as well as electronic discovery matters.
Mr. Topor received his juris doctor from the College of William & Mary School of Law. During law school, he clerked with a law firm focusing on multi-district litigation in antitrust matters. He was also a legal researcher for the Federal Judicial Center. Prior to attending law school, Mr. Topor was a research analyst at a commercial real estate information company. Mr. Topor earned his undergraduate degree from the University of Maryland.
